I'm not sure if this helps, but you could try this:
1. Go to Steam and click "Library"
2. Right click on Sniper Elite V2
3. Click "View downloadable content" and see if you can download something from there
Also, if you haven't checked the "Challenge"-section in the game (in "Single player"- menu), head there, since that is where you can find the Kill Hitler- DLC.
